Now, if the rules say that you may only include 3 Ringwraiths in the
deck, 3 of the same kind or 2 of the same and one different, how am I
supposed to use Witch-kings ability to the maxiumum? As I understand it
it is not possible to have Avatars in the sideboard.
*** You understand incorrectly. Quoting the Council of Lorien
tournament policy:
# Wizard/Ringwraith Allowance-Up to 3 of the same Wizard/Ringwraith or
up to 2 of the same Wizard/Ringwraith and 1 of a different
Wizard/Ringwraith may be included in a play deck. Up to 3 of the same
Wizard/Ringwraith, and one of each of the other Wizards/Ringwraiths, may
be included in a play deck and sideboard combined. Wizards/Ringwraiths
are an exception as such to the rule of unique cards.

A revealed on-guard card retroactively takes effect as though it were
both declared and resolved immediately prior to the chain of effects
during which it was revealed.

*** Since it says it's at the end of your turn, it must be the last
thing you do. "At the end of your turn" is different than "during

End of Turn phase."

If a company moves twice in one turn, resources played during the
organization phase, like Secret Passage, are reapplied to the company at
the beginning of each of their movement/hazard phases, if the conditions
of the card are met.
So it applies to all movement/hazard phases.

Barad-Dur to be stored at, say Mount Gundabad ?
*** No. CRF, Card Errata and Rulings, Messenger of Mordor:
Cards stored with Messenger to Mordor must be storable at a generic
Darkhaven, not a specific one.

If I have a company that doesn't choose to move (ie, doesn't play a new
site card or any region cards) at the end of my organization phase,

*** Yes. No cards are drawn and hazards may only be keyed to the
company's site by name or type.

if a company enters a site and faces the automatic-attack during its
site phase, but all of the characters are tapped or wounded after facing
the attack, can the company "stay inside" the site until its next
turn?
*** No. To do anything during a site phase, you must have face the
automatic attack during that site phase.

If Rebuild the Town is errated so that it does not eliminate the auto
attacks, then that is a silly, silly errata IMHO. This is true since
the card states that the site "loses all automatic attacks." Was
this
card somehow broken that it needed fixing?? NetRep?
*** Let me show you the relavent rulings:

Card Erratum: Replace "Playable on" with "Playable during the
site phase
on."
CRF, Turn Sequence Rulings, Site Phase, General:
A company may not play any resource during the site phase until they
have faced all automatic-attacks, unless that resource directly affects
an automatic-attack. Removing an automatic-attack does not directly
affect it, although cancelling does.
Both of these were ICE-era rulings, so I'll provide no justification for
their existence.

If a company blows through a site for whatever reason during a M/H
phase (Master of Esgaroth, Shadowfax, etc.) and you play a River on that
first site, then they still should have to tap a ranger to do anything
during the site phase no matter where they stop. They did, in fact, move
to that first site during that turn, then they moved away from it. It's
not like it's a permanent event that is discarded when the site is
discarded.
*** Brian ruled in Digest 4:
Because the River is played on a site, it won't affect your opponent's
company if they end up stopping at a site other than the one you played
the River on.
This ruling is being upheld.

Through private channels, I was told of the following:
When both players reveal who their FW is in
their versus FW deck and they find out they are the same:
- you MUST (not may) both roll dice
- the higher roll plays that FW that was duplicated
- the lower roll chooses to play the same FW and risk the other player
revealing their FW first or they play their other deck (regardless of
what FW is in the "other deck")
*** This is not an official rule. It is not documented anywhere, and
is not part of the Council of Lorien tournament rules. If two
Fallen-wizard players are playing the same Fallen-wizard, they have no
choice but to stick with the deck they have chosen to play for that game.

The problem I saw is that the Phial reads, "tap an untapped
Galadriel..." and normally when you play an item, you tap a character.
So either:
a) Galadriel taps for the "item-tapping" and the Phial requirement
simultaneously;
b) She only taps for the Phial requirement, which means that if another
character had a star-glass being changed into a Phial, he/she would not
need to tap;
c) Galadriel has to tap for playing an item, so she can't tap for the
Phial requirement (or the other way around), and therefore she can never
play the Phial on herself.
*** Phial of Galadriel taps neither site nor bearer, can be played at a
tapped site and outside the site-phase (like replacing a ring after a test).

And a couple rulings that were brought up while the NetRep team was
discussing Phial of Galadriel:
*** Unless specified otherwise on the card, in the rules or in the CRF,
a special item follows the normal rules for playing items (i.e. playabe
in the site phase only, tap character, tap site).
*** Both Gems of Arda and Mithril tap the site (haven) when their
special 'play an item when storing' effect is used and thus need an
untapped site to use this effect. This is just like the way Hour of Need
taps the site when the faction is played. Note that cards with similar
effects that say "place with" (Reforging, The Forge-master, etc.)
instead of "play" do not tap the site or bearer, because placing an
item
with character is not the same as playing.
