Where There's a Whip

Basically stupid, I know, but I can't find an errata or declaration for this.

Does Thong of Fire count for Where There's a Whip?

The only thing I have that I can rely on is that in the text of Where There's a Whip, "Whip" is capitalized.  I guess that means this only applies to MELE Whip.
