I keep reading things saying 2 deck games, or 2 deck tournament and am wondering what exactly does it mean? Do you need 1 hero deck and 1 Balrog resource deck to play? Or 2 separate hazard decks? I'm no where near ready to play in a tournament, but I do like to abide b the rules in case the day ever comes, I won't have to learn anything new.

That's fairly easy:
1Deck and 2Deck refer to the decksize:
1 Deck 50 cards containing 25 resources and 25 hazards,
2 Deck 60 cards containing 30 resources and 30 hazards.
Both card amounts are the minimum values, so you MAY include more cards, but HAVE to include the minimum.
The other thing is when you are able to call the council/Sauron's Audience/Day of Reckoning...:
1Deck after having cycled your deck once and/or having at least 20 MPs
2Deck after having cycled your deck once AND having at least 25 MPs OR having cycled your deck twice (no MP minimum needed)
