It`s not clear for me... maybe an example would help me

let`s say he`s using 16 GI and has Gloin under DI.... I play Rebel Talk and then Call of Home.... He has to roll a 10 or a 6 to avoid returning a character to his hand?

As I understood from reading the posts (not so closely, I`ve been awake for more than 30 hours now), he would have to roll a 10 to be safe, and in the next organisation deal with the +1 exceding GI, in case Call of Home didn´t work

He doesn't have to control Gloin until his next org. phase so he only has 16 GI used even after you play Rebel Talk.  So a 6 is good enough to be unaffected by Call of Home.
