Yes, I meant the second one even before running out of cards I would suggest putting together randomly generated booster pack or starting decks from existing cards. Maybe that should be encouraged also at a more local level. NetMetw used to have a nice built in tools to create such lists.

Regarding that, in fact I was wondering if the council of elrond had some official policy to preserve the number of cards, such as re-creating starter deck or boooster packs in occasion of official draft tournaments.

Well, that does not surprise me... they basically annoyed a lot of people out there by banning the use of old cards in order to push everybody to buy their new sets... That goes to shows that the best strategy to keep people interested is to create new game mechanics and strategies, just as ICE did.

How about the 70/70 deck itself. What kind of cards do you put in?
How about the location deck? Do you use a shared location deck so that no one can go back to a site someone else has visited, tapped and discarded? Or else, does each player have to bring his own location deck?

Well, does this mean that as a resource player I can safely wait to see how I roll for Siege and than if I succeed I can play Path, or do I have to play it before rolling?
