I would go with CoL Tournament Policy.  Since there are many rules in the handbooks we don't use in tournaments, like optional rules and what not.

Most experienced players will use their sideboard quite a bit.  I know generally I will use about 15 cards or so out of my sideboard or more, depending on the wizard.  I've been known to use 20+ cards from it on occasion.

There is an art to sideboarding.

They are approx 2.5 or 3 inch tall binders with 3 rings.  You can fit those 9 card sleeves into them.

If you're looking for a complete set of WH I'd just buy that.  You can find on ebay complete sets of WH for sale usually.  You could just buy boxes, but there's also sealed complete sets for sale occasionally.
